President Clinton made a surprise visit to the Oklahoma City National Memorial on his way to the Reflections of Hope Award dinner where he is the honoree of this year's Reflections of Hope Award. He placed a bouquet of flowers on the chair of Alan G. Whicher, who was killed in the April 19, 1995, bombing.
