FEMA was asked to assist on April 19, 1995, and continued assisting with the rescue and recovery operation until the first responders were pulled off the site on May 4, 11:30 p.m. Eleven USAR teams worked on the site, as well as an Incident Support Team (IST) under FEMA. These documents were initially gathered by Ben Frizzell, who worked for FEMA during the rescue and recovery and then remained in Oklahoma City as Public Information Officer for the Oklahoma Office of Emergency Management. After the incident and during his tenure in Oklahoma City, he continued to add materials pertinent to the Memorial collections until his death. Ben Frizzell developed the Multi-Agency Command Center (MACC) during the Oklahoma City Incident. Many of the documents pertain to the organization and implementation of the MACC. The Memorial staff has continued to track FEMA in the areas pertinent to the Memorial Mission and Scope of Collections Statement. This collection of documents consists of two cubic foot document boxes. See container lists for inventory.
